Recycling aluminum industry technology policy

First, the general

(1) In order to implement the Law of the People's Republic of China on Environmental Protection, the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Law of the People's Republic of China on Prevention and Control of Water Pollution, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes This technical policy is formulated for environmental pollution caused by discharge of waste water, waste gas, solid waste, pollution control behavior, improvement of pollution prevention and control technology, promotion of healthy and sustainable development of the recycled aluminum industry, improvement of environmental quality, protection of ecological safety and human health.

(2) The reclaimed aluminum industry referred to in this technical policy is an industry that produces aluminum and aluminum alloys from waste aluminum.

(3) This technical policy is a guiding document, which mainly includes pollution prevention and control in production processes, prevention and control of atmospheric pollution, utilization and disposal of solid waste, prevention and control of water pollution, and new technologies for encouraging research and development. It is formulated for environmental protection related planning in the recycling aluminum industry. Provide technical guidance for environmental management and corporate pollution prevention and other work such as the selection of pollutant prevention technologies, environmental impact assessment, total amount control, and implementation of the pollutant discharge permit system.

(4) The recycled aluminum industry should speed up the elimination of backward production capacity, increase industrial concentration, and optimize industrial layout. It is necessary to further improve the level of production automation and encourage the development of environmentally friendly, high value-added, functional products.

(5) The pollution prevention and control of the recycled aluminum industry should follow the principle of pollution prevention and control throughout the whole process, and implement comprehensive prevention and control technical routes for classified collection, classification and pretreatment, process control, terminal treatment and risk prevention.

(VI) The recycled aluminum industry should strengthen the comprehensive monitoring of pollutant discharges, comprehensively grasp the characteristics of conventional and characteristic pollutant discharges, and improve the environmental risk prevention and control system and environmental emergency management system.

Second, the production process pollution prevention and control

(1) Actively promote raw material sorting technology, focusing on the promotion of light-weight impurity separation technology, organic non-metallic impurity separation technology, metal impurity sorting technology, fine alloy separation technology, and control of raw material pretreatment to reduce sulfur dioxide. , the production of pollutants such as chlorides and dioxins.

(2) Encourage the use of clean energy such as natural gas as fuel in the smelting process.

(3) It is preferred to adopt advanced smelting furnace type with regenerative combustion system to realize waste heat recovery and utilization of waste flue gas and improve metal recovery rate.

(4) Encourage the use of advanced reclaimed aluminum refining technologies such as rotary injection, rotary dusting, and online refining.

Third, air pollution prevention

(1) According to the characteristics of process equipment and exhaust emission rules, the exhaust gas collection device should be reasonably set to strengthen the closed collection to avoid or reduce unorganized emissions.

(2) The particulate matter generated during the regenerative aluminum smelting production process should be collected and treated by a bag type dust removal device, and high-efficiency filter cartridges and other high-efficiency dust removal equipments using new fabric materials such as microporous membrane composite filter materials are encouraged.

(3) The NOx exhaust gas should be adjusted by lye absorption method after adjusting the oxidation degree, and the high-efficiency treatment technology such as selective catalytic reduction method is encouraged; the hydrogen fluoride, hydrogen chloride and sulfur dioxide waste gas should be directly used for the lye absorption method.

(4) Dioxin waste gas can be controlled by using activated carbon adsorption technology, and it is encouraged to use high-efficiency treatment technologies such as secondary combustion and addition of dioxin inhibitor.

Fourth, solid waste utilization and disposal

(1) The solid waste generated by the recycled aluminum industry shall be classified and classified according to its dangerous characteristics, and shall be used and disposed of in accordance with the principle of “reduction, recycling and harmlessness”.

(2) Recycling aluminum enterprises shall be equipped with hot ash processing equipment to carry out hazardous waste identification work for the final abandoned aluminum ash slag, and encourage qualified enterprises to make resource utilization in the factory.

(3) The dust removal ash collected by the bag dust removal device during the smelting process is easy to enrich the pollutants such as dioxin, and should be used for the identification of hazardous wastes; the waste activated carbon produced by the activated carbon adsorption treatment of dioxin waste gas is hazardous waste. Handed over to the relevant companies for processing.

V. Water pollution prevention

(1) The washing wastewater, equipment cooling water and cooling water in the process of reclaiming aluminum should be collected and recycled after being treated by sedimentation, and cascade water supply is used to reduce the fresh water consumption.

(2) The plant area shall adopt clearing and diversion, and diversion of rain and sewage. The initial rainwater and ground flushing water should be collected, treated, recycled or discharged, and should not be mixed with domestic sewage.

Sixth, encourage new technologies for research and development

(1) Encourage research and development of magnetic separation, eddy current sorting, heavy medium flotation, optical sorting and other multiple combination sorting techniques and dry sorting techniques.

(2) Encourage the development of low-energy, low-emission, low-loss smelting technology and aluminum ingot rapid air cooling technology.

(3) Encourage the development of green, high-efficiency and multi-functional composite flux purification technology.

(4) Encourage the development of major equipment and processes for the prevention and control of dioxin pollutants, and reduce the generation and emission of dioxin in the process of scrap aluminum smelting.

(5) Encourage the research and development of technologies for the reduction of the source of aluminum ash and slag, the efficient and high-value resource of valuable components, the recycling of residual slag and the disposal of harmless treatment.
